They can be "hatched" from dragon eggs by right-clicking, double eggs will yield 2 dragon lord fledglings. The eggs take 20 minutes to "respawn" once broken.
Fledgling dragon lords are slow-moving, but have a potent set of attacks. A skilled mage or archer is able to kill one without taking too much damage once they master the art.
Strategia
Stand diagonal from the fledgling whenever possible to avoid the Fire Wave.
